but when they are complaining about tax cuts that benefit less-wealthy people, they pretend that income tax is the only kind of tax?
Or is something else meant when conservatives say that the proposed stimulus package will “give tax cuts to people who don’t pay taxes?”
(They pay payroll taxes, and sales taxes, etc.)
I’m getting the sense that some of you think that welfare recipients will be getting a “tax break” under the proposed stimulus package. The tax breaks are in the form of payroll tax rebates (which you obviously wouldn’t get unless you pay payroll tax), or income tax credits (which you couldn’t apply unless you pay income tax).
nobama, thanks for illustrating the original premise: when whining about tax breaks for people who can really use them, conservatives pretend income tax is the only kind of tax.
It’s been brought to my attention that it is true that one can get back from the earned income tax credit MORE than one owes in income taxes. In order to do this, one must work, meaning one would have to pay….payroll tax! Right. So, in other words, if you ignore taxes other than the income tax, you can pretend that this stimulus plan will give a tax break to “people who don’t pay taxes.” But this underscores, without answering, my original question, which is about WHY conservatives refuse to acknowledge the payroll tax (except to complain about paying it).

It’s called politics, and since Gingrich, Rove and DeLay, anything goes no matter how disingenuous. You may as well try reasoning with a brick. Bricks are better at conceeding points no matter how obvious the point may become.

Welfare recipients don’t pay payroll taxes (no payroll). Food stamps or Bridge Cards aren’t taxed.
Eventhough welfare recipients will say, “I ghet paid on the first of the month.” They haven’t actually EARNED anything.
People who don’t work do not pay payroll taxes and, in too many cases, the sales taxes they pay are paid for with government checks to begin with. Tax rebates should be given to people who paid the taxes.
Giving rebates to those who do not pay taxes is just another welfare scheme.
It is another form of redistribution of wealth from those who create wealth to those who take it.
Something I never tire of mentioning here is the fact that Warren Buffet’s secretary is in a higher tax bracket than he is. He pays capitol gains on his billions and she pays countless other taxes imposed on workers. Yes Mr. Buffet pays far more taxes but then he can afford it. We all pay taxes, even the homeless when we buy anything except food. This year or next the interest on the newly doubled debt will exceed all Fed spending on Welfare, mostly for unmarried, white women. I do not include S.S. and Medicare as we have all paid into it. If you walk the street they tax your feet.
If someone on welfare is actually employing enough people in a large enough business to pay “payroll tax” or “sales tax” , that person is CHEATING the welfare system. And all of us who actually work and pay our taxes, poor slobs that we are…..
ok if you want to reduce taxes for those with no earned income to tax, then use a different tax system to do it. reduce the taxes on cigarettes,alcohol and gasoline. or have the states reduce the sales tax. that way the reduction helps the poorest and those that work for cash with out cutting them a check. and very little of it would make it to the rich. if you are cutting income tax then those that earn the most should get the biggest share. in dollars as an even percentage and those that do not pay in to that system deserve none. that is equality.
As someone who has prepared taxes for the public in the past, I can assure you that a great many people do not pay taxes on their income.
I have prepared many a return where the client not only received a refund of Federal taxes paid, but additional money as well. They received a refund of more money than they paid into the system.
What has been proposed recently is that we pay these citizens even larger checks, over and above returning the taxes they “paid” into the system.
Since the Earned Income Credit is the big vehicle for getting back more money than you paid, Congress is likely contemplating expanding and increasing this Credit.
Please note: I have not done tax prep for a few years now and have not stayed current. I’m only sharing my experiences in this area to answer your question. Anyway, that is what is meant by the argument we will “give tax cuts to people who don’t pay taxes.
Try wading through IRS Pub 17 if you want to pursue this further. It is readily available this time of year.
You are incorrect. You do not have to pay income taxes, you just have to file a tax return. Even if your tax liability is zero you get a check.
